A Consolidation, Extension, and Modification Agreement can combine the unpaid portion of an existing mortgage with the new money so mortgage recording tax is generally focused on the additional debt rather than the entire replacement balance. It is not automatic, and not every existing servicer, lender, county, or transaction will support it.

The new note generally must be dated at least 210 days after the first payment due date on the current VA loan, and you generally must have made at least six consecutive monthly payments. Both conditions must be satisfied before closing.

How do the rate and recoupment tests work?

The proposed fixed rate generally must be at least .5% lower than the existing fixed rate.

For a fixed loan moving to an adjustable rate, the opening rate generally must be at least 2% lower. Discount points can create another loan-to-value condition.
Adjustable rate to fixed rate
Moving to a fixed payment can provide the required benefit even when the initial fixed rate is not below the adjustable rate.
