Do VA loan limits change by state?

Limits are set by county, not by state. Most counties carry the 2026 baseline of $832,750, while high-cost areas run up to $1,249,125, including the Northern Virginia counties around Washington. A Veteran with full entitlement has no VA cap at all in either zone, the county figure only matters when part of your entitlement is tied up in another home.

Is the VA loan process different from state to state?

The loan itself is federal, so the core rules never change when you cross a state line. What changes is everything around it, property taxes, closing customs, attorney versus title-company states, and local market speed.
